EUDR and wood: HS codes covered, from logs to plywood and pallets
The EUDR covers every heading of chapter 44, from fuel wood and logs to sawn wood, veneer, plywood, joinery and pallets, as well as pulp, paper, wooden furniture and prefabricated buildings.

What is left out
- used and second-hand products, and recovered paper and the products made from it;
- packing used only to support, protect or carry another product: a pallet sold as a product is covered, a pallet carrying other goods is not;
- bamboo, rattan and other woody materials;
- printed products of chapter 49, removed by Regulation (EU) 2025/2650.
Former EU Timber Regulation products
Micro and small undertakings get the later date of 30 June 2027 only for products that were not covered by the former EU Timber Regulation. For timber products that were, 30 December 2026 applies to them too (Article 38).
Dates
The EUDR applies from 30 December 2026. For micro and small undertakings established as such by 31 December 2024, it applies from 30 June 2027, except for products covered by the former EU Timber Regulation (Article 38). Products produced before 29 June 2023 are not covered (Article 1(2)).
What an EU buyer asks a supplier for
- the geolocation of every plot of land where the commodity was produced, as polygons for plots over 4 hectares; for cattle, of every establishment where the animals were kept: the EUDR plot register checks the plots and writes the GeoJSON file;
- the date or time range of production, the quantity and the country of production;
- evidence that the commodity was produced legally in that country and on land not deforested after 31 December 2020.
