Machinery Regulation document kit: declaration of conformity, technical file and risk assessment

From 20 January 2027 the Machinery Regulation (EU) 2023/1230 replaces the Machinery Directive 2006/42/EC. A machine placed on the EU market from that date needs technical documentation along Annex IV, a risk assessment and an EU declaration of conformity under the new Regulation. Type your company and machines once; the kit writes these documents as Word files you can edit and sign.

Manufacturer (your company)
Authorised representative in the EU (optional)

Only if you have appointed one by written mandate (Article 12). Leave empty otherwise.

Machines

Machine 1
As on the machine's rating plate, for example XL-200.
A range or a list of serial numbers, as on the rating plates.
Your own reference, if you number your declarations.
Main parts, how it works and its power source. It opens the technical documentation.
What it is for, what it handles and who operates it. It sets the limits of the risk assessment.
Wrong use you can foresee, for example bypassing a guard or overloading it.

Annex I lists the machines that need a stricter procedure. Most machines are not on it.

Only for lifting machinery permanently installed in a building or structure.
For example EN ISO 12100:2010. Where one was applied only in part, name the parts.
Only where harmonised standards were not applied, or only in part.

Checked in the Official Journal on 21 October 2026: no harmonised standards have been listed under the Machinery Regulation yet; the Commission is preparing the list. The Directive's list (Implementing Decision (EU) 2023/1586) ends on 20 January 2027. Check the Official Journal or ask your notified body before relying on a standard.

Who did it, report number, date.
For example the EMC Directive 2014/30/EU.
Chapters of Annex III that also apply

Chapter 1 applies to every machine and is always in the risk assessment. Tick the others that fit.

Languages of the declaration (your countries of sale)

Nothing you type is sent anywhere. Your business details stay in this browser for next time.

What is in the files

  • the technical documentation of each machine, every point of Annex IV quoted with your entries, or Part B for partly completed machinery;
  • the risk assessment of Annex III, Part B: limits, hazards, risk estimation and protective measures, and a table with every numbered heading of chapter 1 and of the other chapters you tick, with sections 1.1.2, 1.7.3 and 1.7.4 marked as applying in all cases;
  • the EU declaration of conformity (Annex V, Part A), or the declaration of incorporation (Part B), in each language you choose, in the wording published in the Official Journal in that language;
  • the category of Annex I and the conformity assessment procedure: the kit offers only the procedures Article 25 allows for the category you pick.

Which procedure applies

Most machines are not listed in Annex I and use internal production control (module A), without a notified body. Machines in Annex I, Part A always need a notified body. Machines in Part B may use module A only when they are designed and built to the harmonised standards or common specifications for that category, covering all relevant requirements; otherwise a notified body is needed (Article 25).

Dates

The Regulation applies from 20 January 2027 (Article 54, as corrected in the Official Journal of 4 July 2023). Machines placed on the market under the Directive before that date may still be made available (Article 52). EC type-examination certificates issued under the Directive remain valid until they expire.

What the kit does not do

It does not assess your machine. The category and the procedure are your choice; whatever you leave empty is marked TO COMPLETE. The kit never writes that a requirement is met, a test was passed or a standard applied. The instructions for use and, for partly completed machinery, the assembly instructions of Annex XI are yours to attach.

Nothing you type leaves your browser; the files are built on your device. Templates, not legal advice. The declarations quote the Official Journal; everything you type stays as you typed it and is not translated.
