EUDR TARIC document codes: C716, C717, Y129, Y132, Y133, Y141 and the rest explained
Goods under the EUDR's Annex I codes need one EUDR document code on the customs declaration, at release for free circulation and at export: either the reference of a due diligence statement or simplified declaration, or a code for an exemption. If one is required and none applies, customs refuses the goods (condition B090). This page lists the 15 codes from the Commission's TARIC document, Revision 1 of 23 September 2026. The rules apply from 30 December 2026, and from 30 June 2027 for micro and small operators established by 31 December 2024.

Which code applies to you
- You placed the product on the market with your own due diligence statement: C716 and the statement's reference number.
- You are a micro or small primary operator with a simplified declaration: C717 and the declaration identifier.
- You are a downstream operator: C720 or C725 when re-importing, with the reference number your upstream operator gave you; Y196 or Y188 when exporting. Which one depends on whether you are an SME, and so registered in the Information System or not.
- The goods fall under a code marked "ex" in Annex I but are not the product listed there: Y129.
- An exemption applies: Y132 (produced before 29 June 2023), Y133 (used, waste, recovered), Y142 (private C2C parcel), Y187 (samples, tests), Y190 (packing), Y191 (medicinal inputs, accompanying material).
- You are a natural person or a micro or small undertaking established by 31 December 2024 and the goods are not timber products already covered by the EU Timber Regulation: Y141, until 29 June 2027.
Import and export are declared differently
At import the declaration carries the 10-digit TARIC code, at export the 8-digit CN code, so TARIC has two measures: type 776 (import control) and type 777 (export control). C720 and C725 exist only for re-import, Y188 and Y196 only for export. Y190 and Y191 apply only to the codes where Annex I mentions packing or accompanying material; the Commission gives 4401, 4405, 4415, 4416 and chapter 48 as the Y190 example.
Where the codes come from
The TARIC document of DG Taxation and Customs Union (Ares(2024)6896255) was revised on 23 September 2026 for Regulation (EU) 2025/2650 and Delegated Regulation (EU) 2026/2102: C717 got a new description, and C718, C720, C725, Y133, Y187, Y188, Y190, Y191 and Y196 are new. On the day you declare, the measure in the EU's TARIC consultation for your goods code is what counts.
