EU Battery Regulation document kit: declaration of conformity, technical documentation and label sheet

Before a battery is placed on the EU market, its manufacturer draws up the technical documentation of Annex VIII, carries out the conformity assessment, draws up the EU declaration of conformity and affixes the CE marking (Article 38 of Regulation (EU) 2023/1542). The new labels apply from 18 August 2026 at the earliest and the QR code from 18 February 2027. Type your company and battery models once; the kit writes these documents as Word files you can edit and sign.

Battery models

Battery model 1
As marked on the battery, for example PB-10.
A batch code, a range or a list, as marked on the batteries.
Annex IX asks for an identification number. Your own reference, for example DoC-PB10-01.

Defined in Article 3. A battery over 5 kg that is not an LMT, SLI or electric vehicle battery is an industrial battery.

Name, address, number, what it did and the certificate. Leave empty under Module A.
Construction, cells and voltage. It opens the technical documentation and goes into point 4 of the declaration.
The devices or vehicles it is made for, for example e-bikes.
Town and country of the plant that makes it, for example Noida, India. It goes on the label.
For example Li-ion (NMC), lead-acid or NiMH. It goes on the label.
With the unit, for example 210 g or 2.4 kg. It goes on the label.
With the unit, for example 10 000 mAh or 50 Ah. It goes on the label.
Where one was applied only in part, name the parts.
For measurement or calculation, or where no harmonised standard was applied.
Who did it, report number, date.
With the publication reference, for example Directive 2014/30/EU (OJ L 96, 29.3.2014).

What is in the files

  • the technical documentation of each battery model, every point of Annex VIII, Part A (Module A) quoted with your entries;
  • a label content sheet: the ten items of Annex VI, Part A with your values, and each rule of Article 13 (capacity, minimum average duration, separate collection symbol, Cd and Pb, QR code) with whether it applies to the model and the date it applies from;
  • the EU declaration of conformity (Annex IX) in each language you choose, in the wording published in the Official Journal in that language, with the battery category as the Regulation names it in that language;
  • for each model that needs a battery passport (Article 77: LMT, industrial above 2 kWh, electric vehicle), its Annex XIII data as Word, CSV and JSON, to give your passport provider; see the battery passport checklist;
  • a read-me with what the kit leaves out.

Which procedure applies

For the requirements of Articles 6, 9, 10, 12, 13 and 14, the manufacturer may use internal production control (Module A), without a notified body (Article 17(1)). For Articles 7 (carbon footprint) and 8 (recycled content), which reach electric vehicle, LMT and SLI batteries and industrial batteries above 2 kWh from the dates those articles set, the procedure is Module D1 or Module G with a notified body (Article 17(2)). The kit covers Module A; for those categories it leaves the notified body TO COMPLETE and never writes "not applicable" there.

Dates

The Regulation has applied since 18 February 2024 (Article 96). The separate collection symbol is required from 18 August 2025. The labels of Article 13(1) to (3) apply from 18 August 2026 or 18 months after the Commission's implementing act on labelling enters into force, whichever is later: the kit states that rule rather than a date. The QR code is required from 18 February 2027, and so is the battery passport for LMT batteries, industrial batteries above 2 kWh and electric vehicle batteries (Article 77).

What the kit does not do

It does not test or assess your battery. The category and the values are yours; whatever you leave empty is marked TO COMPLETE. The kit never writes that a requirement is met. It does not make the carbon footprint declaration, the recycled content documentation, the battery passport, a due diligence policy or the producer registration of Article 55, which is done in each Member State.
