The fixed text is the Official Journal's wording in the language chosen (Annex VIII of Regulation (EU) 2025/40); your entries stay as you typed them. Sign it, keep it with the technical documentation, and draw up one per packaging type. Not legal advice.

PPWR document kit: Every packaging type at once, the declaration in all your languages and the Annex VII technical documentation, as Word files (paid).

What goes into the declaration

The model is Annex VIII of the Packaging Regulation: the identification of the packaging, the manufacturer and any authorised representative, a statement of sole responsibility, a description that allows the packaging to be traced, the Union acts it conforms to, the standards or specifications applied, and the signature. The conformity assessment is module A, internal production control (Article 38), so no notified body takes part.

One declaration per packaging type, kept with the technical documentation for 5 years after single-use packaging is placed on the market and 10 years for reusable packaging (Annex VII point 4). Where the packaging or the packaged product falls under other EU acts that need a declaration, one declaration covers all of them (Article 39(3)).

Languages

The declaration is drawn up in, or translated into, the languages required by the Member State where the packaging is placed on the market (Article 39(2)). The fixed text here is the wording published in the Official Journal in each language, so only your own entries may need translating.

For all your packaging types at once, with the Annex VII technical documentation and the requirements of Articles 5 to 12, see the PPWR document kit. The rules themselves are on the Packaging Regulation page.

Nothing you type leaves your browser. The declaration does not state anything you did not enter; the assessment that your packaging meets Articles 5 to 12 is yours. Not legal advice.
