EUDR due diligence statement: what it contains, with an example

Before placing relevant products on the market or exporting them, the operator submits a due diligence statement in the EU Information System (Article 4(2)). There is no form to download: the system asks for the items of Annex II. This page lists them, as amended by Regulation (EU) 2025/2650, with an example.

What it must contain (Annex II)

PointContent
1The operator's name and address and, for products entering or leaving the market, its EORI number.
2The Harmonised System code, a free-text description including the trade name and, where applicable, the full scientific name, and the quantity. For products entering or leaving the market: kilograms of net mass and, where applicable, the supplementary unit of the Combined Nomenclature.
3The country of production and the geolocation of all plots of land where the commodities were produced; for cattle, of all establishments where they were kept.
4Deleted by Regulation (EU) 2025/2650 (it asked for the reference numbers of earlier statements).
5The confirmation text, worded in the Regulation (below).
6The signature: signed for and on behalf of, date, name and function, signature.

The confirmation text of point 5: "By submitting this due diligence statement the operator confirms that due diligence in accordance with Regulation (EU) 2023/1115 was carried out and that no or only a negligible risk was found that the relevant products do not comply with Article 3, point (a) or (b), of that Regulation."

Who submits it, and from when

  • The operator that first places the products on the EU market or exports them (Article 4(2)). Downstream operators and traders do not submit their own statement; they keep their suppliers' details and the reference numbers (Article 5).
  • Micro or small primary operators in a low-risk country who produce the commodity themselves submit instead a one-time simplified declaration (Article 4a, Annex III).
  • It applies from 30 December 2026; for micro and small undertakings established as such by 31 December 2024, from 30 June 2027, except for products covered by the former EU Timber Regulation (Article 38).

Example: green coffee

An illustration of the content for one consignment; names and numbers are invented.

PointExample
1Example Coffee Imports GmbH, Hamburg, Germany; EORI DE… (the importer's number)
2HS 0901 11; green coffee beans, Coffea arabica, trade name "Monsoon Arabica"; 19,200 kg net mass
3India; 14 plots of land, as GeoJSON polygons and points from the exporter
5The confirmation text, unchanged
6Signed for and on behalf of Example Coffee Imports GmbH; date; name and function; signature

Exporters outside the EU do not submit the statement themselves when an EU importer places the goods on the market, but they supply what point 3 needs: the geolocation of every plot and the date or time range of production (Article 9(1)(d)). The free EUDR plot register checks the plots and writes the GeoJSON file the Information System takes.

Suppliers outside the EU: the EUDR exporter kit writes the information and evidence your buyer needs for this statement, for every product, as Word files (paid).

EU importers: the EUDR due diligence kit writes the risk assessment behind this statement for every product, with the country risk filled in, as Word files (paid).

Which products are covered: the EUDR page. This page is a summary of the official text, not legal advice; the statement is submitted in the Information System.
