Each change to the EUDR (Regulation (EU) 2023/1115) that we have read in the Official Journal, newest first, with what it means for you. The dates in force now: 30 December 2026 for large and medium operators and traders, 30 June 2027 for micro and small operators.

Checked against the sources on 31 October 2026

13 July 2026: new product list (Delegated Regulation (EU) 2026/2102)

In force since 18 September 2026. Cattle hides and leather, rubber belts and other articles of heading 4016 are out of Annex I; instant coffee, frozen cattle tongues and more oil-palm derivatives come in from 30 December 2027.

13 July 2026: the Information System made simpler (Implementing Regulation (EU) 2026/1565)

Changes the rules of the EU Information System on submitting due diligence statements, the simplified declaration of micro or small primary operators, what to do when the system is down, and other measures that make it easier to use.

4 May 2026: the Commission's simplification review (COM(2026) 191), a report, not law

The Commission reported on simplifying the EUDR and said it will not reopen the text. The dates and duties stay as they are.

19 December 2025: second delay and simplification (Regulation (EU) 2025/2650)

The EUDR applies from 30 December 2026 for large and medium operators and traders, and from 30 June 2027 for micro and small operators. Micro or small primary operators in a low-risk country who produce the commodity themselves submit a one-time simplified declaration instead (Article 4a, Annex III).

22 May 2025: the country risk list (Implementing Regulation (EU) 2025/1093)

Lists the countries of low and of high risk; all others are standard risk. For products from a low-risk country the operator may skip the risk assessment, but still needs the geolocation of every plot.

19 December 2024: first delay (Regulation (EU) 2024/3234)

Moved the start by twelve months, to 30 December 2025, and to 30 June 2026 for micro and small enterprises. The 2025 amendment moved both dates again.

31 May 2023: the EUDR adopted (Regulation (EU) 2023/1115)

Replaced the EU Timber Regulation. Covered products must be deforestation-free (produced on land not deforested after 31 December 2020), legally produced and covered by a due diligence statement.
