CPNP notification of cosmetics: who registers, steps, number and cost
Before a cosmetic product is placed on the EU market, its responsible person notifies it in the Cosmetic Products Notification Portal (CPNP), the European Commission's free online portal (Article 13 of Regulation (EC) No 1223/2009). One notification serves every Member State: no further notification is needed at national level. It is a notification, not an approval: the Regulation sets no authorisation step, and the data goes to the competent authorities for market surveillance and to poison centres for medical treatment.

Who notifies
- The responsible person, who must be established in the EU (Article 4): the EU manufacturer; for an imported product, each importer for the products it places on the market; or a person either of them designates by written mandate, accepted in writing.
- A manufacturer outside the EU cannot notify on its own: it needs a responsible person established in the EU, who notifies.
- A distributor notifies only when it makes a product already on the market in another Member State available and, on its own initiative, translates any element of the label to comply with national law (Article 13(3)). The responsible person must have notified the product first.
When
- Before the product is placed on the market: the data of Article 13(1).
- When it is placed on the market: the original labelling and, where reasonably legible, a photograph of the packaging (Article 13(2)).
- Six months before, in addition: a product containing nanomaterials is also notified under Article 16. This does not apply to nanomaterials used as colorants, UV filters or preservatives regulated under Article 14, or to products whose nanomaterials are in conformity with Annex III.
- Whenever the data changes: an update without delay (Article 13(7)). Once you click Notify, a notification can no longer be deleted, only updated. The Commission's user guide asks for an update, for example, when an ingredient of concern changes by more than 20 % of the declared concentration (ethanol and isopropanol: by more than 5 if declared below 30 %, by more than 10 if 30 % or more).
What you enter
| Article 13 | Information |
|---|---|
| 1(a) | Category of the product and its name or names, enabling its specific identification |
| 1(b) | Name and address of the responsible person where the product information file is kept |
| 1(c) | Country of origin, for an imported product |
| 1(d) | Member State where it is placed on the market |
| 1(e) | Contact details of a physical person to contact in case of necessity |
| 1(f) | Nanomaterials: identification (IUPAC name and other descriptors) and reasonably foreseeable exposure conditions |
| 1(g) | Substances classified as carcinogenic, mutagenic or toxic for reproduction (CMR) of category 1A or 1B: name and CAS or EC number |
| 1(h) | Frame formulation, for prompt and appropriate medical treatment |
| 2 | Original labelling and a photograph of the packaging (PDF, JPG or JPEG) |
From the Commission's user guide: the product name is the one on the packaging, with brand, product line and specific name, entered for each language it is sold under. The formulation is declared in one of three ways: a predefined frame formulation (only if the whole composition falls within its ranges), exact concentrations, or concentration ranges. Quantities are in % w/w with a decimal point (0.3, not 0,3). A product imported from two countries of origin gets one notification per country.
The steps
- Create an EU Login account (the Commission's sign-in service).
- In SAAS, the Commission's access system, create your organisation with a responsible person profile; the first person to do so becomes its local administrator and accepts colleagues' access requests. The responsible person's details must match the label exactly.
- Sign in to CPNP, choose Products, then Notify a product, and pick a single-component or multi-component product.
- Fill in the tabs; Save as draft keeps it open, Notify sends it to the authorities and poison centres.
- When the product is placed on the market, add the labelling and the packaging photograph.
Cost, number and certificate
The portal is free of charge. What costs money is around it: a responsible person service if you have no EU company, and the safety assessment by a qualified assessor (Article 10). Each notified product has a CPNP product reference in the portal, by which you and the authorities find it. Neither the Regulation nor the Commission's user guide mentions a CPNP certificate: a certificate is a document issued by whoever provides it, not by the Commission.
Great Britain and Northern Ireland
Great Britain (England, Scotland and Wales) does not use CPNP: products are notified in the UK service Submit cosmetic product notifications (SCPN) by a responsible person established in the UK. Northern Ireland has a separate process (GOV.UK).
The CPNP data sheet for each product, with the label check of Article 19 and the product information file: cosmetics PIF kit (paid). Checked against the consolidated Regulation of 18 May 2026 and the Commission's user guide of 18 March 2026 on 20 October 2026.
